Secretary Dominguez said: "Spain has always advocated the establishment of transitional measures and elements of flexibility in order to allow adaptation of the fleet to the obligation to land all catches."
Secretary Dominguez has stressed the importance of this agreement, and that it "allows a reasonable time", to introduce a ban on discards, and contains elements that can enable the Spanish fleet to "comply with this ban without excessive sacrifice."
