Editorial - Consequences of Greater Controls

Increasing controls need not be a bad thing for an industry but a new report commissioned by the Scottish government highlights that its fishing industry is facing severe economic difficulties as the result of EU controls to restrict the number of days that vessels spend at sea.

The report says that for the demersal sector, i.e. cod, haddock and whiting, days-at-sea restrictions have a critical impact and additional restrictions proposed by Europe for 2010 would result in some fishing operations making a net loss.

The study also found that this year, fuel and fish prices are the key factors affecting the profits of the nephrops sector, i.e. prawn and langoustine. Additional restrictions proposed by Europe for 2010 are estimated to have a further impact but, even without these, the sector is likely to remain financially fragile, the report warns.

However, Best Aquaculture Practices (BAP) standards for certification of aquaculture feed mills would greatly help aquaculture. The Global Aquaculture Alliance (GAA) is inviting stakeholders to comment on their published drafts. As well as increased social and environmental responsibility, GAA says that the new feed mill standards will encompass food safety and traceability.

And finally, despite the international financial crisis, Peru's Exporters Association (ADEX) anticipates that the country's traditional fishing exports will recover next year, with sales up five per cent in value in 2010 compared to this year.
